• Added Microsoft.Web.Administration.dll to .NET 8 install files and improved installer behavior
• Added a FedRAMP build configuration that enforces FedRAMP-specific defaults and restrictions
• Standardized service naming and descriptions across Stub and MSI installations
• Optimized the uninstall process on ARM devices
• Improved Health Service installation reliability

Bug Fixes

• Rearranged the order of file removal in ARM uninstallations
• Fixed an issue where the ProxySetting flag did not create the required registry key
• Restored support for the ProxySettingURL parameter, ensuring agent installs work correctly in proxy-only environments
• Health Service will no longer install in the case of Service or Driver installation failure
